India is racing to build the infrastructure needed for its AI ambitions, with billions of dollars flowing into data centres across states such as Gujarat, Andhra Pradesh, Telangana and Karnataka.
But while these projects are among the most capital-intensive investments in the country’s technology economy, their employment story is different: the biggest job opportunities may not necessarily be inside the data centres themselves.
India’s data-centre capacity is expected to expand sharply over the next few years as demand for cloud computing, AI, data localisation and digital services rises.
JM Financial estimates that India could require around 5 GW of colocation capacity by 2030, requiring about $20 billion in incremental investment in data-centre capacity, apart from another estimated $60 billion for cloud infrastructure such as servers.
The government is also looking at the sector as a source of skilled employment.
In May 2026, Union minister Jitendra Singh said India’s data-centre capacity could rise from around 1.5 GW to nearly 6.5 GW by 2030 and generate nearly one lakh engineering jobs, including roles linked to AI systems, cooling technologies, smart grids, renewable-energy integration and advanced digital infrastructure.
But a data centre is not a factory. It can involve thousands of crores of investment and substantial construction activity, while requiring a relatively small workforce once it becomes operational.
Google’s planned offers a glimpse of the scale of India’s data-centre ambitions.
The company has committed around $15 billion over five years for a 1-GW hyperscale data centre and AI hub in Andhra Pradesh. A Union government release said the project is expected to create 5,000–6,000 direct jobs and 20,000–30,000 total jobs in the state, while generating around 10,000 crore in revenue for Andhra Pradesh.
Andhra Pradesh IT Minister Nara Lokesh has subsequently said the project could generate close to two lakh jobs, reflecting the wider ecosystem expected to develop around the investment.
The larger employment figure is not simply about people working inside Google’s data centre. It encompasses the broader activity that the project is expected to support, including AI, cloud, cybersecurity, infrastructure and associated industries.
And that distinction is important when looking at India’s data-centre opportunity.
Dr Manoranjan Sharma, Chief Economist at Infomerics Ratings, said data centres “can be justified as strategic digital infrastructure, but not primarily as mass-employment projects.”

In other words, the employment case for data centres is not necessarily about the number of people a single facility employs. It is about what that infrastructure allows the broader digital economy to build.
The capital intensity of the sector is considerable.
Industry estimates put data-centre capital expenditure in India at roughly 50–70 crore per MW, with AI-oriented facilities potentially requiring even more depending on their specifications, cooling requirements and redundancy.
The workforce, meanwhile, is much smaller once construction ends.
Sharma estimates that permanent employment intensity can range from roughly 0.15–0.35 full-time-equivalent workers per MW, with highly automated campuses potentially requiring only around 20–30 permanent staff per 100 MW.
That workforce includes specialised roles across facilities, electrical and HVAC systems, networking, cybersecurity, management and security, with staffing varying according to the facility’s business model and degree of automation.
The contrast becomes clearer when construction employment is considered.
Sharma estimates that construction can generate roughly 0.7–2 workers per MW during build-out, considerably higher than the permanent workforce required after commissioning.
This means a large data-centre project can support significant employment while it is being built, before settling into a smaller, more specialised operational workforce.
“Governments should distinguish construction, contractual/indirect and permanent direct employment,” Sharma said.
Contractual and indirect employment can include security, maintenance, transport, utilities, suppliers and professional services, while permanent direct employment represents the recurring workforce.
The distinction is important because the employment footprint of a data centre changes substantially over its lifecycle.
A data centre needs an entire supporting ecosystem — power and , fibre networks, equipment, maintenance, security, construction and professional services.
More importantly, it provides the computing capacity that other businesses need to build and deploy digital products.
Sharma said the wider employment opportunity could include cloud architects, AI and machine-learning engineers, data engineers, cybersecurity professionals, platform developers, semiconductor technicians and enterprise IT integrators.
The impact could then spread into industries using that infrastructure, including fintech, health-tech, agritech, e-commerce and digital public services.
“The larger employment opportunity is likely beyond the data-centre perimeter,” Sharma said.
But he cautioned that simply adding computing capacity does not automatically create those jobs.
“Capacity alone does not create these jobs,” he said. Skills, affordable compute, research institutions, startup finance, digital infrastructure and sustained demand are all required to turn data centres into AI ecosystems rather than isolated power-and-real-estate assets.
That could ultimately determine whether India’s data-centre expansion becomes a much broader employment story.
A proposed data-centre project in Hyderabad offers another example of how employment can be spread across different stages of a project.
UPC Volt’s planned 100-MW AI-ready data centre involves an investment of 5,000 crore. The project is expected to generate more than 3,000 direct and indirect jobs during construction and more than 800 direct and indirect jobs during operations.
The numbers illustrate the employment pattern of a capital-intensive infrastructure project.
The construction phase needs a much larger workforce to build the facility and install its electrical, cooling and other systems. Once the data centre is operational, the requirement shifts towards a smaller group of specialised technical and support roles.
A proposed 10,000-crore, 400-MW AI data-centre cluster by CtrlS in Telangana has similarly been projected to create around 3,600 direct and indirect jobs.
These projects show why the employment opportunity cannot be understood simply by looking at the number of employees on a data-centre operator’s payroll.
For India, the bigger employment opportunity could therefore come from what happens after the infrastructure is built.
The government expects the expansion of the sector to generate engineering employment across AI systems, cooling, smart grids, renewable-energy integration and advanced digital infrastructure.
Sharma also sees opportunities across the wider technology stack.
Domestic computing capacity can support demand for AI and machine-learning professionals, cloud architects, data engineers and cybersecurity specialists. It can also create opportunities for companies providing equipment, maintenance, power, cooling and other specialised services.
And then there is the next layer: businesses that use this infrastructure.
If more Indian startups, enterprises and technology companies can access computing capacity domestically, the employment impact could extend well beyond the data-centre campus.
KPMG estimates India’s data-centre opportunity could reach around $90 billion across the end-to-end value chain by FY35, extending into areas such as power, cooling, fibre, security, maintenance and other infrastructure and services.
That broader value chain is where a significant part of the employment story could play out.
The jobs created directly by a data centre are not simply large volumes of generic technology employment.
They require specialised skills across electrical systems, mechanical and cooling infrastructure, networking, cloud operations and cybersecurity.
At the same time, the wider AI economy requires another layer of talent capable of building applications and services on top of the computing infrastructure.
This is why workforce development could become an important part of India’s data-centre expansion.
Sharma said states should consider apprenticeships and training in cloud operations, electrical systems, cooling, cybersecurity and AI infrastructure, alongside local hiring and other ecosystem commitments.
The objective is not simply to get a data centre built, but to ensure that the infrastructure creates opportunities for workers and businesses around it.
India does not necessarily need data centres to become mass employers in the traditional sense.
Their primary role is to provide the computing backbone for an economy increasingly dependent on AI, cloud services and digital infrastructure.
That means the direct workforce may remain relatively small compared with the billions of dollars being invested.
But the employment opportunity can expand outward — from construction and specialised operations to power, cooling, networking, cybersecurity, cloud services, AI companies and the businesses that eventually use the infrastructure.
Sharma believes this is how the sector’s economic value should ultimately be viewed.
“Data centres can be justified as strategic digital infrastructure, but not primarily as mass-employment projects,” he said. Their value also comes from improving cloud availability and latency, supporting data localisation and anchoring AI, fintech and other digital services.
That is also why he believes public support should be linked to measurable economic and digital spillovers rather than investment alone.
“Subsidies without enforceable ecosystem commitments are difficult to justify on employment grounds alone,” Sharma said.
For India, then, the data-centre race is unlikely to produce its biggest employment gains from the people sitting inside the server rooms.
The bigger opportunity is what those server rooms allow the rest of the economy to build — and how many engineers, developers, technicians, startups and businesses that new digital infrastructure can ultimately support.
